ORS Role

The ORS will provide advice and investment where it supports grass roots engagement, provides inclusive spaces, supports high performance training environments and attracts major events and tourism.

Strategies

  • Lead the development of policy and strategy for land use relating to recreation and sport infrastructure
  • Develop and embed an evidence based investment approach for recreation and sport infrastructure and facilities
  • Develop and promote best practice for the planning, design, development, management and operation of sport and recreation facilities
  • Plan and develop local, state, national and international standard sport and recreation infrastructure to meet government and community outcomes
  • Collaborate across government to develop and co-invest in local and regional facilities that meet the needs of sport, recreation and the community.

ORS Role

The ORS will provide advice, support and resources to sport, recreation and racing stakeholders to build on their existing capacity to attract, retain and develop participants at all levels.

  • Lead the development of resources to encourage governance structures, systems and behaviours that support good leadership and decision making
  • Promote and develop sport and recreation environments that are fair, safe and ethical
  • Invest in people, projects and initiatives that increase the capability and capacity of recreation and sport in South Australia.

Access and Opportunity

Goal

It is easy and enjoyable for all South Australians to participate at all levels and in all facets of recreation and sport.

ORS Role

The ORS will invest in targeted programs, partnerships and resources that increase access and opportunities for all people to get involved in sport and recreation.

Strategies

  • Lead the Women in Sport agenda in South Australia
  • Develop plans and strategic partnerships to realise participation opportunities for low participation cohorts
  • Invest in people, projects and initiatives that increase access and opportunities to participate in sport and recreation.

Sporting Excellence

South Australian athletes winning on the international stage.  

ORS Role

The ORS, through SASI, will identify, develop and support targeted athletes, coaches, sport programs and pathways that maximise the performance of world class athletes.

Strategies

  • Allocate resources to maximise impact and medal winning potential in South Australian based athletes and sporting programs
  • Target, develop and support national program partnerships to enhance sustainable national and international success
  • Deliver world class high performance sport services and facilities, including development of a purpose-designed state of the art South Australian Sports Institute High Performance Training Centre
  • Develop sustainable talent identification initiatives and talent pathways for athletes and coaches
  • Establish nation leading performance development and support programs for high performance coaches and sport scientists.

Investment

ORS Role

The ORS will deliver a suite of grant programs that support the achievement of the industry and the government’s sport and recreation priorities, transparently, efficiently and effectively.

  • Evaluate the purpose and efficacy of programs.

Strategies

  • Provide effective management of resources, governance, risk and services
  • Provide seamless, timely and effective business support via a multi-skilled team that is supported by responsive corporate systems and service providers
  • Continuously improve systems and processes to ensure they are contemporary and meet the requirements of the business.

New Initiatives

Shared Vision

A common platform and strategic direction for sport and recreation in South Australia.

The shared vision will help stakeholders understand emerging issues relevant to sport and recreation and provide guidance for further strategic planning at the stakeholder level.

The shared vision will also be used to inform all levels and all portfolio areas across government of the issues and aspirations of sport and recreation.

Partnerships and Collaboration

Strategic partnerships to progress shared goals with other government portfolio areas.

This initiative will build and strengthen strategic partnerships and progress shared goals with other government portfolio areas. This project will see the ORS work in new ways to nurture productive intergovernmental engagements.

ORS will collaborate and activate partnerships with other Government agencies to enable and deliver greatest value to the public and outcomes through and for sport, recreation and racing. The issues and priorities identified in the sport and recreation industry agenda will inform the priority issues upon which strategic partnerships will be framed.

Future Focus

Identify and interpret emerging trends, research, technologies and innovations to support strategic decision making for the ORS and the sport and recreation industry.

This initiative will involve the establishment of a research and innovation team within the Office for Recreation and Sport.  The aim is for the ORS and the industry to achieve “next practice” ie to be ahead of the world in terms of products, programs and services.

While the outcomes of this initiative are not clear at the outset; it may result in a research paper, seminar series, pilot program, partnership and/or investment; an evidence based methodology will underpin the approach.
